What are import duties?
Import duties are a common term for VAT, customs duty and other taxes on goods imported to Norway from abroad. When you are specified as an importer, it is your responsibility to pay these taxes
Why do I get an invoice for import taxes?
When a shipment arrives in Norway, it is customs cleared and the taxes are calculated based on documentation from the shipper. If the customs value (the sum of the value of goods, freight cost and any insurance) exceeds 350 NOK, it will be charged import taxes. To be allowed to deliver the goods directly to receiver, DHL Express pays the taxes to the Customs.
I have already paid shipping, why do I get the new bill?
The invoice you will get is not related to the cost of shipping, but associated import duties to Customs. All consignments imported to Norway where commodity value plus shipping value and any insurance exceeds 350NOK, have to be charged with import duties and taxes.
How is import duties calculated?
For most types of goods that are given customs shall be paid 25% VAT of shipment value. Shippment value is the sum of the item value, shipping cost and any Insurance. If shipment value exceeds 350 NOK, it will be calculated fees.

Majority of cleared goods are only subject to 25% VAT of their customs value. Customs value is goods value plus freight charges and insurance. If customs value exceeds 350 NOK, import duties and VAT charges will apply.
Do I have to pay import duties on packages I have not ordered?
Gifts:You may receive gifts without paying import duties. For the shipment to be exempted from duties and taxes, it is critical that the goods can be categorized as a gift. A gift consignment is sent without any form of compensation from a private individual resident abroad to a private individual in Norway. The value of the goods without shipping must be 1000 Norwegian kroner or less. Alcohol and tobacco cannot be categorized as gifts. Companys cannot send gifts to other companys, or to private persons. When will I receive my invoice?
As soon as the goods are cleared through customs, the invoice will be produced and sent to you. You will normally receive your invoice a few days after the consignment is delivered.
Why do I have to pay import taxes on a gift I have received?
If the gift is sent from a company and/or has a value above 1 000 NOK, import VAT and possibly duty will be charged as well as a disbursement fee. If the gift is sent from one private person to another private person, and has a value of below 1000 NOK, it will normally not be charged any import taxes. Why do I have to pay import taxes on a gift I have received, when it contain alcohol or tobacco?

Why do I have to pay import duties to DHL Express?
The shipper has ordered a door-to-door delivery with DHL Express. DHL Express pay the import duties and taxes Customs on your behalf. We do this so the shipment can be released from customs warehouses and delivered to you directly. Therefore, you are invoiced by us including a disbursement fee.
What is disbursements fee (utleggsgebyr)?
Disbursements fee (utleggsgebyr) is a fee for DHL. This is charged to cover the work and risk related to payments advanced to customs authorities for your consignment.

What is DHL Multiline Entry fee (fortolling over 3 varelinjer)?
Upon shipment arrival, all content in the package should be declared to Customs. Every item must be declared in the correct tariff code according to customs tariff law. No charges will apply for import declarations with less than 3 line items (tariff codes). The Multiline Entry fee (Fortolling over 3 varelinjer)” is charged when the import declaration has 3 or more line items (tariff codes). In such cases the clearance job is more extensive.
Why is it 7 day payment deadline of the invoice?
DHL is advancing the import duties and taxes for your shipments to customs authorities upon clearance, in order to deliver the package. To avoid additional costs, amounts have to be reimbursed shortly.

Where can I find more documentation for my shipment?
When you receive the invoice, the shipper of the package is specified. For more detailed documentation about the shipment, you can download the Air Way Bill, and commercial invoice at www.dhl.no/faktura. Enter your customer account number (kundenummer) and the code stated on your invoice.
I have not received the package, what do I do?
Enter www.dhl.no to track where your shipment is. You must enter the shipment number (10 digits) to track where your shipment is.
I will return the goods to shipper; do I still have to pay the invoice?
Yes, as DHL have already performed the customs clearance for your goods, you must pay the invoice for DHL. Once this is done, you are you are entitled to apply for duties and taxes refund towards customs authorities as the Importer of the record for these goods.
